      A new generation of reloadable prepaid cards is giving many consumers a<br />
      safe, easy and economical way to make purchases online or in person.<br />
      But, like most consumer decisions, the key to finding the best value is<br />
      being well informed.</p>
<p>
      The free education series, produced in partnership by American Express<br />
      (NYSE: AXP) and Consumer Action, includes an easy-to-read multilingual<br />
      booklet, two short videos and a question-and-answer guide. For consumers<br />
      who rely on cash and checks, prepaid is often a good alternative, and<br />
      those who primarily use debit and credit cards may also find them useful<br />
      for online shopping, budgeting and distributing funds to family members.</p>
<p>
      The prepaid reloadable card industry has historically been laden with<br />
      hidden fees and confusing terms, but new competition is beginning to<br />
      change that, said Alpesh Chokshi, President, Global Payment Options,<br />
      American Express.</p>
<p>
      Competition in the prepaid card industry has brought more &#8216;fee lite&#8217;<br />
      card options, said Ken McEldowney, Consumer Action executive director.<br />
      But finding the right card is still a challenge. Our new project aims<br />
      to help consumers compare card offerings and make an intelligent choice<br />
      about which prepaid card to use.</p>

      Mr. Chokshi added: We&#8217;re excited to offer consumers a one-stop shop of<br />
      resources that will help them find the prepaid card that&#8217;s right for<br />

        grocery store, use this option rather than at an ATM where you might<br />
        incur a fee.

        If checking your balance online is free, don&#8217;t check it at the ATM.

<li class=bwlistitemmargb>
        If your card is subject to an inactivity fee, use your card on a<br />
        regular basis&#8212;or spend down and close the account&#8212;before you could<br />
        lose money on inactivity fees.

Travelers should understand why they&#8217;re buying insurance and decide the most important scenarios they want covered.</p>
<p>Squaremouth identifies 5 important questions for travelers to ask before purchasing travel insurance.</p>
<p>1. I have a medical issue. Will I be covered if I have complications during my trip?<br />
<br />Pre-existing Condition coverage is typically available to travelers who purchase their policies within two weeks of their original trip deposit and are healthy enough to travel on the policy purchase date.</p>
<p>After the Pre-existing Condition window has passed, travelers will be subjected to a medical look-back period of 60 days to 3 years. If there is has been no medical change during the look-back period, a Pre-existing Condition will often be covered, however, something as small as a prescription change can cause travelers to have a medical coverage exclusion.</p>
<p>&#8220;Availability of Pre-existing coverage is a one of the most asked questions from our customers,&#8221; says Squaremouth CEO Chris Harvey. &#8220;Insurance companies will closely examine travelers&#8217; medical records when they file a claim, so it&#8217;s important they understand what is considered a Pre-existing Condition if they don&#8217;t have the coverage.&#8221;</p>
<p>2. Should I buy Cancel for Any Reason?<br />
<br />Trip cancellation covers travelers who cancel due to an illness or death. Since most travelers typically cancel for these reasons, only travelers who have a specific scenario not already covered by travel insurance should buy Cancel for Any Reason.</p>
<p>Cancel for Any Reason allows travelers to cancel their trip no matter the cause and receive reimbursement for their non-refundable expenses. However, this freedom comes with a price. This coverage can raise premiums by as much as 50% and will only refund up to 75% of the original trip cost.</p>
<p>3. Should I purchase Primary or Secondary Medical Insurance?<br />
<br />Travelers will receive the same type of medical treatment whether they have primary or secondary medical coverage. The difference between the two occurs during the claims process. Primary medical coverage processes the claim faster as the first payer, even if travelers have other medical insurance. Secondary coverage requires travelers to first file with their primary health insurance before processing a claim.</p>
<p>If travelers do not have health insurance, secondary coverage can still fully cover a medical claim.</p>
<p>4. How do I get travel insurance if I didn&#8217;t book through a travel agent?<br />
<br />Just as travelers can book online reservations without a traditional travel agent, they can also purchase travel insurance on their own.</p>
<p>However, while buying travel insurance through a cruise or airline may be convenient, it isn&#8217;t always advantageous.</p>
<p>&#8220;Travelers should approach buying travel insurance in the same manner they make travel plans. They wouldn&#8217;t buy the first airfare or hotel rate they come across, nor should they buy the first travel insurance plan they find. Those who do will end up paying more or not have the coverage they expected,&#8221; says Harvey.</p>
<p>5. Does it matter when I purchase travel insurance?<br />
<br />Timing is key when it comes to buying a travel insurance policy. Travelers who purchase travel insurance within the first two weeks of their trip deposit date are eligible for additional benefits. Most providers only offer Cancel for Any Reason, Pre-existing Condition, Financial Default and Cancel for Work Reasons coverage if the policy is purchased within 14 days of travelers&#8217; first trip deposit date.</p>
<p>Even if travelers do not purchase travel insurance within those first two weeks, it is still beneficial to buy early.</p>
<p>&#8220;Travelers need to make sure they have coverage sooner rather than later, because they can never know when a sickness, weather issue, or other unexpected event could occur,&#8221; says Squaremouth Marketing Manager Anna Coats.</p>
<p>Travel insurance companies only pay claims to customers who have insurance before an event takes place, so once a hurricane is named or an airline has announced its bankruptcy, travelers who do not have insurance will not be covered for such incidents.</p>

<p>In a bid to help children of policemen living in cramped quarters, which acts as a deterrent to their studies, the Mumbai Police is setting up spacious and air-conditioned reading rooms at all police colonies in the city. A survey of all colonies has been carried out for the purpose, and pre-fabricated structures will be put up in all police lines in a months time, sources said.
</p>
<p>The idea is to reach out to the lower rungs of police force, and do something to improve their living conditions. Their families live in cramped quarters, and this often hampers the studies of their children. Many of these children do not have a proper place to study without being disturbed. To improve things, we are setting up large reading rooms for them in each police line, a Mumbai Police officer said on the condition of anonymity.

<p>These reading rooms will be open 24 hours, and will be air-conditioned. Proper chairs and desks will be provided. In some colonies, the reading rooms will be able to accommodate 30 to 40 children, while in others larger reading rooms that can accommodate around 80 children are required, the officer said.

<p>In addition to this, the police have also drawn up plans to construct playgrounds at some of the police colonies where space is available. We have also earmarked around 10 or 11 police lines where we will be setting up a playground with slides, swings. This will provide the children of the policemen living there the luxury of an open space to play in, the officer added.</p></p>

			<content:encoded><![CDATA[<p>There will be up to 1,000 new preschool slots, 20 more school-based health clinics and 20 minutes of mandated school recess under the education reform package passed by the Legislature. Also in the reform package, there will be a new focus on getting students to learn to read by the time they leave third grade, and money will be spent to open 10 new family resource centers designed to provide parent education and training.</p>
<p>That may not sound like the constantly evolving education reform package that had teachers and Gov. Dannel P. Malloy at odds since February, but these are some of the more visible steps that will be taken this fall as the state moves to close the nations worst student achievement gap.</p>
<p>The impact to education will not happen overnight, said Commissioner of Education Stefan Pryor of a 185-page compromise bill that was approved by both chambers of the General Assembly on Tuesday.</p>
<p>Pryor insisted, however, the legislation gives him the tools to start to make things better.</p>
<p>These tools include ranking school districts based on student performance. In the lowest performing districts, the state could, with notice, step in to change the superintendent, appoint a special master or reconstitute the school board.</p>
<p>It also moves to strengthen the evaluation and training of classroom teachers, but not as forcefully as first proposed. Instead, the process will start in eight to 10 districts. Mary Loftus Levine, executive director of the Connecticut Education Association, said teachers in selected districts will have a hand in developing the evaluations that will measure effectiveness and be linked to job security, but not until 2013-14. She called it a much better plan than the one Malloy proposed Feb. 9 when he suggested some teachers get tenure just for showing up. The reforms included safeguards to ensure that teachers cant be sabotaged by a supervisor who just doesnt like them. It also shortens the time to get a teacher deemed ineffective out of the classroom from 125 days to 85 days.</p>
<p>The approved legislation gives the commissioner until July 1, 2014 to select up to 25 of the states lowest performing schools to become part of a network he will help to turn around. Pryor hopes to start naming some in the 2012-13 school year.</p>
<p>Were still in the process of determining that, he said. The goal is to start small and build.</p>
<p>Preference will be given to schools that volunteer or have teacher contracts about to expire. Unlike Malloys original plan, the law will prohibit reform efforts that break union contracts. It also will give a committee of local teachers and parents a voice in selecting the reform model. The legislation provides $7.5 million to begin working with those schools and districts in the first year.</p>
<p>In low performing districts, the state will have a say in how new money is spent. In Bridgeport, Interim School Superintendent Paul Vallas said he is comfortable with that. It is something he helped establish in New Orleans.</p>
<p>We want to take advantage of all the flexibility the new law allows us, said Vallas.</p>
<p>Ultimately, of the 25 schools that could become part of the commissioners network, only six will be charter schools.</p>
<p>Mary Pat Healy, executive director of the Bridgeport Child Advocacy Coalition, said in the short term, the best benefit to local children is the additional funding and the preschool slots. An estimated 35 percent of city youth enter kindergarten without preschool, putting them at a distinct disadvantage. She is anxious to see how many of those additional slots go to Bridgeport.</p>
<p>The bill will boost preschool spending by $6.8 million next year to about $92 million.</p>
<p>I think the final version of the bill was a very good thing. It definitely helps to ensure Bridgeport gets the resources and support it needs, said Healy. That is very important.</p>
<p>Under the package, new funding for state charter schools will all come from the state. The per pupil funding for charter schools would increase from $9,400 to $10,500 and then to $11,500 by 2014-15.</p>
<p>State Rep. Don Clemons, D-Bridgeport, a member of the Black and Puerto Rican Caucus, said city children will benefit most from the preschool slots and the focus on reading.</p>
<p>The state must develop a reading test to identify students through third grade who have trouble reading. It will require teachers of kindergarten through third grade to take a reading instruction exam that will be reported to the state and to get additional training in how to effectively teach students to read. The caucus failed to get a provision in the bill that would have preventing students to leave third grade without passing reading. Even so, Clemons said the education package, in its totality, was a giant, bold step.</p>
<p>House Republican leader Lawrence Cafero, R-Norwalk, said this was not the first time education has been the focus of a legislative session. This time, he said, the effort has a shot of working because it tackles several issues at once.</p>
<p>This bill does many things. It is what we should have been doing this all along. For Connecticut it is long overdue, he said. I believe the provisions in this bill recognize there are different ways to educate kids. We are going to try everything we can to turn around failing schools. It is a first step, but it is a good step.</p>
